Infrastructure is the foundation of logistics. The quality of the roads, bridges, rail lines, and intermodal facilities that freight moves through determines the speed, reliability, and cost of moving goods across the country. For shippers and logistics providers, infrastructure investment — or the lack of it — is not an abstract policy matter. It is a direct determinant of operational performance.

Canada has a significant infrastructure deficit. Decades of underinvestment in transportation infrastructure, combined with the demands of a growing economy and the wear imposed by a harsh climate, have left many of the country's key freight corridors in need of substantial investment. The federal government and several provincial governments have responded with ambitious infrastructure spending programs that are beginning to reshape the landscape of Canadian freight.

Understanding where that investment is going, what it will deliver, and when it will be available is valuable for shippers who are planning their logistics programs over a multi-year horizon.

The Scale of the Infrastructure Challenge

Canada's infrastructure deficit is well-documented. The Federation of Canadian Municipalities has estimated the national municipal infrastructure deficit at over $100 billion. The Canadian Society for Civil Engineering has identified thousands of bridges across the country that are in need of repair or replacement. Highway capacity constraints in major urban corridors — particularly in the Greater Toronto Area, Metro Vancouver, and the Calgary-Edmonton corridor — have been identified as significant impediments to economic growth.

For freight specifically, the infrastructure challenges are concentrated in several areas.

Urban freight corridors are under the most acute pressure. The growth of e-commerce and the densification of urban areas have dramatically increased the volume of freight moving into and through major Canadian cities. The Gordie Howe International Bridge: A Game Changer for Cross-Border Freight

The most significant infrastructure investment affecting Canadian freight in the current period is the Gordie Howe International Bridge, a new six-lane cable-stayed bridge connecting Windsor, Ontario to Detroit, Michigan. The bridge, which is expected to open in 2025-2026, will provide a major new crossing capacity for the Windsor-Detroit corridor — the busiest commercial border crossing in North America.

The Gordie Howe Bridge is designed specifically with commercial freight in mind. It will feature dedicated truck lanes, a new port of entry facility with modern inspection technology, and direct connections to the highway networks on both sides of the border. The design incorporates lessons learned from the operational challenges of the Ambassador Bridge, which was built in 1929 and was not designed for the volume or type of traffic it now handles.

For shippers who move freight through the Windsor-Detroit corridor — which includes a significant portion of Canada's automotive, manufacturing, and consumer goods freight — the opening of the Gordie Howe Bridge will be a meaningful improvement in crossing capacity and reliability. The ability to distribute traffic across two crossings will reduce the vulnerability of cross-border freight to disruptions at a single crossing point, which has been a persistent concern since the COVID-19 pandemic demonstrated how quickly a single-crossing dependency can become a crisis.

Highway Investment in Ontario and Quebec

Ontario and Quebec, which together account for the majority of Canadian freight volume, have both announced significant highway investment programs.

Ontario's Highway 413 has been one of the most controversial infrastructure projects in the province's recent history. The proposed 400-series highway through the western Greater Toronto Area has been the subject of intense debate about its environmental impact, its effect on agricultural land, and its role in addressing the region's transportation challenges. The provincial government has proceeded with planning and environmental assessment work, and the project is moving toward construction, though the timeline remains subject to regulatory and legal processes.

For freight, Highway 413 would provide a new east-west corridor through the western GTA that bypasses the chronically congested Highway 401. The 401 is the busiest highway in North America by traffic volume, and its congestion is a significant cost for freight moving through the corridor. A new parallel route would provide meaningful capacity relief, though the benefits would take years to materialize after construction begins.

The Bradford Bypass in Ontario is another significant project — a new highway connecting Highway 400 and Highway 404 north of Toronto that would provide a new route for freight moving between the western and eastern portions of the Greater Toronto Area without traversing the city core.

Quebec's highway investment has focused on the Montreal metropolitan area, where freight congestion is a significant operational challenge. The Turcot Interchange reconstruction — a massive project that rebuilt one of the most complex highway interchanges in Canada — has improved traffic flow in the western approaches to Montreal. Ongoing investment in the A-20 and A-40 corridors is addressing capacity constraints on the primary freight routes through the province.

Rail Infrastructure Investment

Rail infrastructure investment in Canada has been driven primarily by CN and CPKC, which as private companies are responsible for maintaining and expanding their own networks. Both railways have made significant capital investments in recent years, focused on capacity expansion, technology upgrades, and safety improvements.

Positive Train Control (PTC) technology, which uses GPS and communications technology to automatically stop trains that are at risk of collision or derailment, has been implemented across both networks. This technology improves safety and allows trains to operate more efficiently, increasing network capacity without adding physical infrastructure.

Intermodal terminal expansion has been a priority for both railways. CN has invested in expanding its intermodal terminal capacity in major markets, including the construction of new facilities and the expansion of existing ones. CPKC's merger with Kansas City Southern has created new opportunities for intermodal routing through the continental US, which has implications for Canadian shippers moving freight to and from Mexico and the southern US.

Grade separation projects — the construction of overpasses or underpasses at rail-road crossings — improve both safety and traffic flow. Many Canadian communities have rail crossings that create significant traffic delays for freight and passenger vehicles, and grade separation projects address these bottlenecks.

The Climate Resilience Imperative

A growing share of infrastructure investment in Canada is being directed toward climate resilience — making infrastructure more resistant to the effects of climate change. This is not a peripheral concern for freight logistics; it is a central one.

Extreme weather events — flooding, ice storms, heat waves, wildfires — are causing increasing disruption to Canadian freight infrastructure. The 2021 atmospheric river events in British Columbia, which caused catastrophic flooding and landslides that severed the rail and highway connections between the Lower Mainland and the rest of Canada, demonstrated in dramatic fashion how vulnerable freight infrastructure can be to climate-related events.

Infrastructure investment that improves climate resilience — raising road grades above flood levels, replacing culverts with larger structures that can handle increased water flows, reinforcing bridges against ice and flood damage — reduces the frequency and severity of weather-related freight disruptions. For shippers who depend on specific corridors, the resilience of those corridors to extreme weather is an important consideration in logistics planning.

Planning Implications for Shippers

Infrastructure investment creates both opportunities and challenges for shippers planning their logistics programs.

Construction disruptions are an unavoidable consequence of infrastructure investment. Major highway and bridge projects create lane closures, detours, and traffic disruptions that can significantly affect freight transit times during the construction period. Shippers whose freight moves through active construction zones need to build additional transit time into their planning and communicate proactively with customers about potential delays.

Long-term corridor improvements create opportunities to optimize logistics networks. A new highway corridor, an expanded intermodal terminal, or an improved border crossing can change the economics of freight routing in ways that benefit shippers who adapt their networks to take advantage of the new infrastructure.

Monitoring infrastructure developments is a worthwhile investment for logistics professionals. Following the progress of major infrastructure projects, understanding their expected completion timelines, and thinking about how they will affect freight routing and transit times is part of effective long-term logistics planning.
